At the risk of answering what is only a rhetorical question, the reason for the name "Harrier" is incredibly mundane: it is simply the name of the hero. I guess, after all, this just modifies the question and turns it into "why is the hero named Harrier?". My personal theory is that the Falklands war happened not so long before the game's release, and aircrafts that were said to be almost hovering must have had a lot of impact on the technology-loving young Japanese creator.
